In general, I wonder if you might be able to provide more details relating to the toxicity of the site. One question I am left with is why the spaces previously dedicated to the facilities for munitions development represent a heightened danger. Were these building structures themselves contaminated? The pollution from the highway is more immediately imaginable, but I require more information to understand the implications of the munitions development program. My common sense assumption was that it would not be the buildings, but some nearby desert setting where bombs were tested or waste was stored, that posed the highest threat to future residents' health. Another suggestion, to tie together the environmental toxins produced by the military-industrial complex with those produced by highway traffic, might be to include a line explicitly linking the development of the national highway system to the Interstate Defense Highway Act of 1956.
