The last sentence does not make sense - it is a bit jumbled although I think I understand what you mean here. Would it be possible to give some examples of the numbers for what counts as unhealthy levels of noise and air pollution?  You mention that there was an air pollution survey, but state that both air AND noise pollution levels were at unhealthy levels. Was it only an air pollution survey?Also - perhaps it would help to explain whether the air pollution monitoring was part of an attempt by the locals (craftsmen-women) or by the authorities to get data?  And what was the purpose of this data gathering?  And is this part of an ongoing monitoring practice?  What I consider the difference between measuring and monitoring. If the cars and buses are reduced - what would the business consequences be for the craftsmen-women?  Are they also tied to the pollution economically?
